The DOST-PCAARRD DE Hybrid Course will combine in-person and online asynchronous learning sessions.  The in-person learning activities will include a welcome, technical workshop, and commencement sessions that will be held at the RD Guerrero Hall of DOST-PCAARRD. The online lessons, on the other hand, will be provided through a Learning Management System used by the The Asia Foundation - Leadership Development Team.

The course is intended to strengthen the advocacy competencies of six (6) DOST-PCAARRD policy advocacy project teams using DE as a model for transformative change toward the successful adoption of policy reforms. Specifically, the project teams are working on policy advocacy proposals in watershed-based land use planning, establishing a quota for almaciga resin, ecotourism-based lake management, financial management reform, and payment for ecosystem services. By the end of this hybrid course, at least twenty-four (24) researchers from the policy advocacy projects of DOST-PCAARRD will be able to explain the 12 DE principles and apply these to their own work.
